do you remember an old cartoon and the characters heads looked as if they were cut from a magizine?

It was about a girl. I think her name was Ramona but i cant really remember. This show was on between like 1997-2004. I have searched everything i can think of to find the name of this cartoon and no one else remembers it. I don't think that it was on for very long.
