when a ligament that holds your vicip muscle breaks from the lower side, the muscle goes up since it doesn't have anything to hold it down! would it normaly function afterwards? is surgery to consider?

If your bicep is completely disrupted, only surgery can repair. However, the bicep has two parts (a long and short head). Are both ruptured? If yes, surgery is your option. If no, you might be able to rehab the muscle without surgery.
First off, ligaments don't hold muscles in place. If the *tendon* that connects the bicep to the forearm were to tear you'd be in deep trouble. I don't know much about medicine, but you'd almost certainly need surgery to make sure the [replacement] tendon connects to the right spot on the muscle and achors appropriately on the forearm bone. I can't imagine this could heal on its own.
